can an employer legally refuse to call the police, when a client has left threats to kill agaist a member of his staff?

Generally speaking, an employer is responsible for the health and safety of its employees in the workplace (Health & Safety at Work etc Act 1974). The risk of someone assaulting you or worse needs to be managed. If your employer is not taking adequate steps, you should raise the issue with your Health & Safety representative or contact the local office of the Health and Safety Executive.
