When a public notice is displayed by the local authority for a major planning are they allowed to put the description then' Which does not accord with the provisions of the development plan'?

If I understand the question correctly, the description if the proposed development description and normally comes from the application submitted by the developer, so the Council do not have to add references on the notice as to whether it complies or does not comply with any policy.
