When getting ghange of use is it on the whole site or just the building?

Neither, really - it is the 'planning unit'. Sometimes this will indeed be a building but it could also be part of a building or an area of land. Much will depend on the circumstances. There is a reasonable amount of case law surrounding this, as you might imagine.
