can I take out a grievance as a self employed teacher against a colleague for bullying etc? How much do you charge for consultations ?

You may wish to look at the company handbook as there may be a separate procedure for self employed teachers. however, you can raise a grievance at any point as it may involve allegations relating to whistleblowing/concerns at work. For example, you do not have to be an employee to bring certain claims but you still should lodge a grievance as a first port of call.
