Buying a flat or house question:

We are in the process of buying a leasehold house (the land is freehold). We would like to buy the freehold for the house, can the current freeholder ignore or refuse our request? If we bought the freehold, does is mean it will only free us from paying the ground rent and restrictive covenants will still be applicable? Who could enforce these on us? Also the house is being sold with vacant possession and has got a tenant who has already being served notice. Regarding these two subjects, what do we need to pay our attention to? The Freeholder wants £80 fee for the notice of changed ownership.
